Here’s how to make a smaller layer for the Decorative Label Punch.  This brilliant idea was shared by a fellow demonstrator in my group –  Sheila.  Stamp your sentiment on a scrap of Whisper White Cardstock.  Teeny Tiny Wishes is the perfect size.  You will use the narrow sides of the punch to punch the top, then  bottom, then layer with the full punch.
